The PA MOMNIBUS 2.0 is a package of nine bills spearheaded by the Pennsylvania Black Maternal Health Caucus. The bills are designed to reduce the Black maternal mortality rate in Pennsylvania, as well as increase access to perinatal and postpartum healthcare resources for all families across the state. The bills in the package will ensure that Black women in Pennsylvania have access to the care they need during and after pregnancy.

The maternal mortality rate of Black Pennsylvanians is twice that of white Pennsylvanians. This is unacceptable. Every person should have access to essential, lifesaving health resources before, during, and after pregnancy.

The MOMNIBUS 2.0 is a vital step towards reducing the Black maternal mortality rate and improving health outcomes across the state. The bills included in this package would:

Identify maternal care deserts and establish maternal care access zones across the state (HB 432)

Including pumping protections in the Freedom to Breastfeed Act (HB 526)

Mandate all state-owned buildings provide nursing parents or lactation rooms (HB 707)

Require public and private insurance to cover blood pressure monitors for people who are pregnant (HB 1088 & HB 1234)

Establish diversion courts for mothers who use drugs (HB 1192)

Create a Maternal and Newborn Supply Kit pilot program to ensure new parents have the supplies they need (HB 1240)

Promote innovation in midwifery (HB 1251)

Develop programs to provide education and support to new fathers (HB 1212)

The bills included in the PA MOMNIBUS 2.0 are designed to intervene in public health outcomes that contribute to unequal rates of maternal mortality across the state, while improving access to resource and expanding protections for all families in Pennsylvania.

The bills included in this package will identify maternal care deserts, develop a pilot program to ensure new parents have access to the supplies they need, expand protections for lactating and breastfeeding parents, mandate both public and private insurance to cover the cost of blood pressure monitors during pregnancies, and more. These bills expand access to crucial resources, and are vital to improving perinatal and infant health outcomes across Pennsylvania.
